WCO Europe Region Heads of Customs Conference Reinforces Strategic Direction and Endorses Light Expat Programme

The WCO Europe Region Heads of Customs Conference, held in Brussels on 16–17 April 2026, brought together Members from across the Region to discuss key strategic and operational priorities shaping the future of customs.
Over the course of two days, participants engaged in in-depth discussions on a range of critical themes, including regional coordination, private sector engagement, and emerging operational challenges. These exchanges reaffirmed the importance of strong cooperation, collective ownership, and coordinated action across the Region.
A key outcome of the Conference was the endorsement of the Light Expat Programme—a flexible and pragmatic initiative designed to strengthen the delivery capacity of ROCB Europe while fostering enhanced engagement among Members. This milestone reflects a shared commitment to innovative and collaborative approaches to capacity building.
Building on this momentum, ROCB Europe will proceed with the launch of a pilot phase of the Programme. The pilot will be informed by priorities identified through the Vice-Chair’s survey, including:
the growing pressures of e-commerce,
the importance of data quality,
the operationalization of digital tools, and
barriers to effective information sharing.
This approach ensures alignment with the Region’s most pressing needs and operational realities.
During the Conference, ROCB Europe also presented its Annual Progress Report 2025–2026 and the Action Plan 2026–2027, offering a comprehensive overview of achievements to date and the strategic direction ahead.
A central message of the presentation emphasized the need to shift from an activity-based approach to an impact-oriented model of capacity building. This transition reflects the broader vision of ROCB 2.0, where success is measured not only by the delivery of activities, but by the tangible, measurable, and sustainable outcomes achieved for Member administrations.
The Conference concluded with a clear forward-looking perspective: ensuring stronger alignment between identified needs and programme delivery, enhancing regional coordination, and maintaining a firm focus on translating capacity-building efforts into real operational impact across the WCO Europe Region.
