ROCB Europe stands for the Regional Office for Capacity Building for the World Customs Organization (WCO) Europe Region. It operates under the WCO to support customs administrations in the European region by providing capacity-building services and facilitating cooperation among member countries.

ROCB Europe is located in Baku, Azerbaijan. The office was officially opened on October 17, 2011, during an International Conference on Illicit Traffic in Narcotic Drugs organized by the WCO and Azerbaijan Customs
