ROCB Europe Enhances Training Programme

In February 2024, the Regional Office for Capacity Building (ROCB) WCO Europe Region organized an extensive training program titled "Container Security and Smuggling Detection." This initiative aimed to enhance the competencies of customs officers in identifying and mitigating risks associated with containerized cargo, thereby strengthening the security of international supply chains. The training was meticulously designed to provide a balanced mix of theoretical knowledge, virtual simulations, and hands-on practical exercises. Participants from various departments of the State Customs Committee engaged in in-depth discussions covering topics such as the types, classifications, identification methods, and structural components of containers, as well as protocols and safety measures for managing hazardous materials during inspections. The program also addressed methods of concealment within containers, procedures for proper sealing, recognizing unauthorized access, and detecting tampering with container seals. A notable feature of the training was the integration of Virtual Reality (VR) technology. This immersive tool allowed participants to engage in realistic inspection scenarios, enhancing their ability to identify hidden compartments and contraband without the risks associated with live exercises. The VR modules simulated various smuggling techniques, providing officers with a safe yet effective environment to practice and refine their skills. The State Customs Committee's Canine Center contributed significantly to the practical component of the training. Demonstrations showcased the capabilities of trained service dogs in detecting illicit substances, offering participants insights into the operational integration of canine units in cargo inspections. Additionally, at ROCB Europe's Cargo and Container Training Center, officers engaged with modified containers equipped with concealed compartments. These practical exercises enabled participants to apply their theoretical knowledge, enhancing their proficiency in identifying and responding to smuggling attempts. The training concluded with interactive sessions where participants discussed their experiences, clarified doubts, and received feedback on their performance.
